The Financial Action Task Force (FATF) has published a report setting out red-flag risk indicators across the gaming and gambling sector. The indicators cover money laundering, terrorist financing and proliferation financing. 

FATF released the report – Risks of Gaming and Gambling – on Wednesday. It updates the body’s 2009 analysis of the casino sector. In addition, it draws on questionnaire responses from 80 jurisdictions and written comments from a further 29, alongside industry consultation.

The report identifies land-based and online casinos and sports betting as carrying the highest money laundering exposure. By contrast, lotteries and scratchcards present lower risk.

It found Lalabet’s operators and directors had acted unlawfully by targeting Dutch players and ordered them to cease activities and provide detailed ownership and shareholder information.

The court also explored potential liabilities for trust administrators and local representatives who facilitate illegal gambling sites. 

While it did not find Curaçao-based trust firm DECC and its directors liable in this case, the ruling signalled that closer scrutiny of such intermediaries could unfold.

Singapore’s experience shows that tourism growth and stringent social safeguards need not be mutually exclusive. The model is also evolving beyond gaming. RWS’ S$6.8 billion RWS 2.0 transformation is expanding its mix of attractions, hospitality, retail and lifestyle offerings, with the aim to “broaden the appeal of the destination and encourage repeat visitation”.
